We are planning to move from Cloud to On Premise. I have everything setup on premise but when we went to backup and restore our production to on premise we are now being told the cloud is version 16.04 and the Community is 16.0 so the databases are incompatible. Is there a version 16.04 on premise for Enterprise?

Intermediate (also called point releases) of Odoo are not supported on Odoo.sh or On-Premise.

Any release with ".0" after it is considered an LTS or long term supported release.
Odoo and Odoo Partners cannot provide assistance for those Customers who wish to downgrade from an Odoo Online Intermediate release to a lower LTS release (ie: wanting to downgrade from Odoo 16.4 SaaS to Odoo 16.0 On Premise).
It is not worth your time or effort trying, it is not something we ever intended to be a good idea.

Its better you downgrade the saas version to 16.0 or wait till the 17 is released and upgrade your instance to 17.0 and then move to on premise.

Can they downgrade a cloud instance to base version? When I discussed with support I was told to wait to 17 or we’d have to reimport the data.i did get the SaaS branch working but am getting model errors on various pages. Haven’t had time to explore those.
Since 17 is releasing in November then I suppose I have to wait until they upgrade the Cloud instances to 17 before attempting this again. Was told February as a likely date. Is there an early adopter or migration queue that I can ask for priority in?
We were in the same boat as you. We were told by an official Odoo representative that it would be fine to host the saas version (16.3) ourselves. So we did. We imported our database, were able to do some custom developments and successfully self-hosted the saas version. This lasted for about two months, when I started questioning the upgrade process of the database later on and asked the Odoo Support team if they could confirm that we could migrate the database later on through the online tool.
Turns out, we were given the wrong information, and incurred a cost for our useless migration and custom developments. After uninstalling and removing the custom developments, we were able to re-import our database into Odoo Online. Now we're waiting for the automatic upgrades to version 17, so we can switch at that time.
Upgrading your database without the official Odoo migration scripts will be a pain, so luckily we caught this soon enough. Thanks to the Odoo Support Team, we were able to get back into Odoo Online. If I didn't double-check with them, we'd have faced an even bigger cost trying to migrate a database without official support.
TLDR: Stay on Odoo Online, and switch whenever you get back on a main release.
We will stick with Cloud until we can move to 17.0. I appreciate that point releases aren't supported, but while it is clear to the folks supporting Odoo it isn't clear to the folks selling Odoo. The graphics and help documents do not state that anywhere I have seen.
