Why do openerp cannot find wizard action?

Hi, any one can help? I have created a wizard inside my module but whenever i upgrade it, It says :

raise ValueError('No such external ID currently defined in the system: %s.%s' % (module, xml_id))

ValueError: No such external ID currently defined in the system: purchase_rentals.action_extend_rent

Any help is much appreciated.

You are using same id in record and act_window

<record id="action_extend_rent" model="ir.actions.act_window">

<act_window id="action_extend_rent"

try different ids it may work
