In order to fix the spamming issue in the forum, new forum rules are being applied. It seems that a quick patch to help prevent new spammers from posting questions has inadvertently affected everyone.
The odoo developer has been notified.

It should work properly now, there was a problem with the Ask a question button on the index page. Note that you can directly access the ask page as well (http://www.odoo.com/forum/help-1/ask), which was working properly. We hope to deploy the new email activation mechanism today, and finalize the karma levels at the same time.
I have 4 karma and _was_ able to ask questions weeks ago. Not so, since yesterday, neither on the forum, nor using the ask page directly. From @deeps answer, I gather, that asking questions trigger activation by e-mail. I suppose, I am out of luck until this mechanism is implemented and have to wait patiently?

I still can't ask questions, it says I need 20 karma. With 4 karma I cannot get anymore karma, I am stuck.
