Say I have good understanding in Object-oriented programming and with other languages such as Java, PHP, C, C++. But I do understand Python code, but not an expert when writing Python code.

What's the best place to learn OpenERP and programming it?

I found the Vauxoo Technical Training document particularly useful

You can get it here

You will have to learn Python anyway, while it is one of the main requirements to work professionally with it. The fact that you know other technologies is good, although you will need both frontend and backend here, if you plan to master Odoo perfectly.  At least this is what we expect from Odoo developer we hire (we showed it here: https://mobilunity.com/blog/hire-odoo-developer-for-your-erp-project/ ). But anyway you can learn Odoo from the official Odoo website, where there are lots of free and paid courses.
