I want to make some changes But where is this file web.assets_frontend.css ? I have already searched everything but found nothing.

You can found all stylesheet for frontend in addons/website/static/src/scss/ folder.

But that's just for websites, isn't it? I don't use this app,
I would like to change the colors in the Default Login screen.
Edit:
Now I have found the solution myself. It's all stored in bootstrap.css.
\addons\web\static\lib\bootstrap\css
