In Odoo 8 in web builder you could access allot of Themes just after you install the app you go Customize Theme and there is a list of them. in Odoo 9 when i try i get "Please install a theme in order to customize your website" so now i have to install themes manually? what is process now...

It might be a bug - I had problems when starting a new install of V9 because, when installing the Website app, it asked to select a theme, but none were visible. My "work-around" was to install version 10 and the themes worked correctly. Sorry that this may not apply to an existing install.
Web themes are installed from within the Apps module. You can search the modules for Themes if you have any pre-installed. Bootstrap and Plain should come preavailable. Others you will have to purchase from the apps store. You can then use the Customize Theme to fine tune the installed theme.
