Unable to modify email templates

I am unable to modify the email templates on an existing installation.

After altering the contents in the email.template subject or rich_html fields (under Settings->Technical->Email Templates->Any template (edit: aside from "Invoice - Send by Email" oddly) and pressing Save, the changes are removed and set back to default. No error is raised

This behavious occurs when duplicating a record and modifying that as well.

When using a fresh installation with all of the same modules installed I can edit those records.

 

How do I find out what is preventing me from modifying the existing email templates?

 

Edit: To clarify, changes to "Invoice - Send by Email" are saved, but not to "OpenERP Enterprise Connection", "Purchase Order - Send by mail", "Reset Password", or "Sales Order - Send by Email"

It appears this bug may be caused by the noupdate parameter somehow being changed:

That is 6.1 but my issue is in 7

 

I was able to work around by creating a new template (not duplicating) and copying the info over
