Hello, You have to connect first with Administrator user. You have to go through menu configuration=>security=>access rights, then search record concerning the object res.partners, click on it, you have four checkbox (read, write, create, delete) check 'read'. Then you have a column named group, if you keep it empty, all users will have just read permission on that module, if you want to restrict the list of users who can access there with read permission, you have to choose a group, then add the users you want to that group.

Go Settings >> Security >> Access Controls List

Search res.partner and set access. There is four check box "Read Access" Tick to your user group.
