I guess division_id field is either False or None. So check whether it has value or not.

Try this:

no_define_object_browse = no_define_object.browse(cr, uid, division_id, context=context)
if no_define_object_browse:
    no_define_object_browse.write({'current_no': emp_no})

ok Arya.thanks issue with I'm refer null value (because called list hasn't records yet )
