Problem to create/modify user with a new administrator account

configuration creation problems admin adding administrator

I create a new user and I give him administration right (configuration rights). That user is not able to create new user. When I try to create new user I receive the follow error message:

Access Denied

The requested operation cannot be completed due to security restrictions. Please contact your system administrator.

(Document type: Partner, Operation: read)

Additionally within the user list that user is able to see only himself. No other user are showed up.

The problem was caused by the group: "Anonymous".

That user was member of the anonymous group which did not allow the user to see the user list except himself.
