I would like to add on SO and INV some mandatory charges on certain products as a seperate line. Not sure if there is an existing module or approch similar to product bundle is better.
An example can be recyclying charge on TV of 1.5%. As it applies to a order/invoice line ideally it should go as additional line in document after the applicable product.
Is there anybody who run into similar issue?
You use for this purpose additional tax. You can use many taxes for one product. Tax can be computed by a variety of methods, also with using base = price+another tax. See old, but still valid doc: Managing your Tax Structure

Actually it was my first idea but I am not sure about adding tax to this 'tax'. Any advice how to force double tax calculation?
You can select and use any quantity of taxes for one product item.
OK, but how to make sure the tax is calculated using base with price+another tax (otherwise each calculation is done using untaxed amount as a base).
