I searched in the forum but I cannot find an answer.

Does someone know the requirements for an addon to be inserted as an Odoo core addon?

That is managed and designed only by Odoo S.A. they are maintaining the core addons and developing features to be core addons in their roadmap. Also there are addons managed by OCA, the Odoo Community Association, maybe you could target those
