Odoo 9 : User who Login on computer client can't access the Top Menu

Hi everybody, 

I have a problem with Odoo 9 about access localhost:8069 from client computer with another user (not Administrator) . I can access the localhost:8069, but i can't access the Top Menu. The screen only Logo. Top Menu is empty. But if i log in with this user in server computer, it's no problem. The Top Menu is open and i can operate Odoo.

I have created user and also set up the Access Right. The Access Right is set up like a Administrator.

How to solve this problem?

Hi,

I also got that, what I did is type in the address link : "localhost:8069/web?debug" , then all the top menu will be back.

Looks like its has things to do with local browser cache but not sure where and how to fix it.
