Odoo 9 community Version 9.0c-20160620 (Community Edition) ITEMS STILL IN CART AFTER PAYMENT COMPLETE

1.) Paypal IPN does not work at all. I have tried every possible setting. It works fine with ERPOnline service. So I know settings are good.

2.) So I disable paypal IPN. Now problem is customer can do payment, confirm order, and when they return, items are still in the cart!

I thought maybe this is a minor issue, but if the customer removes the items from the cart, it removes them from the quotation, and I have NO way to know what it was!!

I thought this was ready to go, but this totally shuts things down :-(
