My subordinate has submitted 4 expense reports for approval. I can list, see and edit them in "Expense Reports to Approve", but I can not approve the expenses. There is no approve or reject button to use.
I have manager status for expenses and I am the line superior according to Odoo organisation chart.

All expense reports are in the Submitted status, I still can not see an "Approve" button.
I am the Manager in expenses, and all other groups.
Not even the Administrator can see the "Approve" button for expense reports to approve.

Check the user access rights.
The User that you want to see that button has to be in Expenses>Officer or Expenses>Manager group.

The buttons are not shown in every state of an expense report.
The button "Approve" is only visible when the expense report is in the state submitted, otherwise it won't be shown.
The button "Refuse" is only visible when the state is not in submitted or approved.
So when an expense report is posted or paid you won't see the buttons "Approve" or "Refuse".
