It seem that the "res.country.state.csv" don't content the state of many countries.
Please where i can find the full version of this file, in order to find all states.

Hi,
In the Data of the res.country.state there is no data for some/ all states of the some countries. You can add those states manually by yourself from UI or you can define a new file like one you mentioned or just modify it respecting its format.
Then upgrade the base module to see the changes
To add new states from UI, go to Sales -> Configuration -> Contacts -> Localization -> Fed States
Thank you Niyas, from the UI it working, but from CSV file it don't work.
The file res.country.state is located in odoo\addons\base\res
