Manage views only for administrator?

Hello, I activated both technical settings and developer mode in my OpenERP 7.0-20130807-231103 to achieve a drop-down menu with "Debug view", "View fields" etc. But if I'm logged in as a manually created user, even when I find myself at all User/Settings/Groups as an authorised user, I see only the first five entries up to "Manage filters", that means there's for example no "Manage Views" or "Edit Tree View" anymore. Is it accessible only as administrator? How can I add my user to Admin group? I haven't found this element in the access control list neither in user management.

Manage Views is by default only available to the admin user (user with id=1). See this question
