Make POS Orders Without Taking Payment

I am deploying a POS for a restaurant using the POS module in odoo 8. I have a group of users called waiters who should be able to sell (create new orders) through the POS screen but should not be able to accept order payments on the POS SCREEN. There is another user who processes the orders from the orders list and receives payment. Is there a way that you can create pos.order through the touch POS screen and leave it as new rather than paid? I was hoping that I could create a payment method for waiters and call it ORDER. The payment method button should just create the order with status "new".

You should be able to do that just fine. I'm not sure why it would convert automatically. Did you try simply recreating a new group called ORDERS?

What I need is a way to create the orders through the POS screen without having it as "paid" so that another user can process the payments.
