OpenERP has a partner network

This year, it began to certify them based on the OpenERP Certification Exam

I would suggest start by contacting them and asking for a certified consultant.

I think "good" depends on your specific needs.

Some questions to ask the potential consultant:

  • Since when have you been working with OpenERP?
  • Are you able to code in Python and write Addons?
  • Profiles on https://www.odoo.com/forum/help-1, GitHub and Stackoverflow?
