Issues configuring e-commerce shipping

I have been beating my head against the wall trying to figure out why I can't get the shipping to work... I have completely configured the module on the back-end, but when trying to checkout on the website, I get the following message when it comes to the shipping selection page:

Sorry, we are unable to ship your order

No shipping method is available for your current order and shipping address. Please contact us for more information.

Can anyone help me figure out what I am missing here?

In my case, this was due to enabling the 'portal' feature/permission on some users. Once the portal permission was removed, the error disappeared.
