Is it possible to toggle 'Cancel' button on Customer Invoices in V.9 Community Edition

I am testing V.9 Community Edition and see that when a customer invoice is created and is in 'Draft' state, there is only 'Validate' action button available. 

(I found the cancel button shows up if I am in the developer mode, how do I toggle it up on normal mode?)
