I remember to have read (somewhere but can't say where) that an outgoing server was NOT necessary!
Is this true? and why?

Hello,
yes that is true on Saas instance you don't have to configure an outgoing mail server by your own (of course you can).
The official reason, that is probably an answer you have to ask to the Odoo crew, but i guess it is just to have a ready to use solution when you start to work with Odoo and to be open to people with absolute no technical knowledge...
