Is http://feedback.openerp.com the best place for OpenERP new features suggestion? Is it still actively followed by OpenERP Team?

Yes, feedback.openerp.com is the best place to suggest new features. It is not checked frequently but it is one source that is looked at when trying to identify what the community is looking for.

No, If you want to suggest or request some additional modules or functionality, you use the Launchpad Blueprints.

I'm note sure if feedback.openerp.com is still the best place for new features suggestions, by cons, I'm absolutely sure that the Launchpad Blueprints is not the place for new features suggestions, OpenERP doesn't use them. (they are even disabled on the server and openerp-web projects).

Blueprints are also called "ideas tracker", it is used, check blueprints.launchpad.net/openobject and you will see the latest blueprint was on 6th of feb.

The blueprints you see have been created by some community members, most of the time for community projects. It does not mean that OpenERP enforces them.
