Invoice module only goes to 'Cancel Install' when attempting to install

In Odoo v9, I am trying to install the Invoicing app, but it will refresh the page and the 'Install' button changes to 'Cancel Install'. There is no error message that pops up or in the server log. Does anyone know how I could solve this issue so the app installs?
