Yes, this is the new website_forum app. This app is part of the new Odoo v8 that's going to be released in a week or two.

This is the official Odoo forum, here you can ask any question related to Odoo. As Roel said, you can install the module website_forum and you will have the same forum, with the same features. You can edit some details, as the sidebar, icons, and functionality characteristics.
