As web services everyone will understand SOAP web services. That is the type of web services that you want to do with OpenERP or simply you want to start the services that the OpenERP server starts in background?

If the response is SOAP services(or maybe REST) you may take a look at https://zato.io/

It's an opensource ESB (Enterprise Service Bus) in Python and have a lot of tools to develop Services even an OpenERP/Odoo integration
