The database user ID that is used to connect OpenERP database does not have access to create database. If you can connect to the database using PgAdmin, try to check and change that. From psql the command is \du. In the Attributes column next to the database user ID you use to connect to OpenERP, it need to have "Create DB". To add: ALTER ROLE XXXX CREATEDB; where XXXX is the database user ID.
