To use a database from one major version to another major version of Odoo, you need to upgrade it. You have three options:
1) Take advantage of the guaranteed, paid upgrade service from Odoo, through a relationship with an Odoo partner.
2) Use the community based Open Upgrade
3) Migrate yourself by extracting CSV files and re-importing them.
A small note on the CSV files: This is an option but if you have a lot of data/modules this will take you quite a lot of time. Just so you know!
