Please provide information about your version. If you use 9.0, you have to activate the developer mode, go to Webadmin/Configuration/Menu
Update as per Version 9.0c-20160505 (Community Edition):
To make the translation editor available, you have to delete the filter "website" in the search bar! Don't ask why, do not try to understand, just do it :-)
