Have you tried if the default importing functionality has the features you need? It is described here.
Or alternatively, if you need a more customized solution (for example, if your CSV structure is very complex) you could also write a custom module that uses Python's own csv parser, reads the rows and adds them to the journal model with OpenERP's own ORM methods.
