How to place correctly in routing、route of outsource manufacturing (subcontract process) rule on odoo V8 version??

Current placement:
When manufacturing order runs it must take B、C material to warehouse and move to production spot then we can run document and following work. A semi-finished product won’t pass through normal three step into warehouse, however it goes directly to production spot from inner turn into stock.

This is different with actual working process. And normal working process should be.

A ( semi-finished product) => B (material) + C(machining service fee)

We buy material from B supplier and deliver to C for machining work.  Final semi-finished product or complete product send back to company warehouse.
A and C should make document at the same time, however A’s manufacturing order should not have C material request, it’s independent purchasing document.
First we need to finish manufacturing order process then take purchasing document and combine with three step receiving pattern.
Defective product can be scrap or reject. Only pay good product machining fee. 
How does it place on odoo??

How can I set up the subcontract procedure? When issue a manufacturing order, which combine the manufacturing process setting. The appointed manufacturing location is at the supplier. When the goods is ready and stored in the warehouse, how does it match with the same process of quality control as the raw material? Main purpose is to ensure the quality control is in place. Also, when issuing another manufacturing order, will a purchase order also be issued at the same time? This allow the goods to apply the labor cost base on the purchase order quantity when the goods are ready for storage.
