I had similar messages when trying to open a file encoded in something else then unicode (utf-8). Have you tried to open the csv file in a text editor? Unicode have non-latin caracters, so it should be ok with any language. My bank, use latin3 (iso8859-3) and I have either to select this encoding in Odoo or to convert the file with a text editor.
