How to exclude taxes in a sales order when calculating delivery cost?

Version 8. Use Case: Charge delivery cost of 14% of sales total (excluding taxes) for sales total greater than $40

In Warehouse>Configuration>Delivery Methods, check Advanced Pricing per Destination.

Add an item.

In Open: Advanced Pricing>Grid Definition>Open: Grid Line, set

  • Name = "$40.01 and up"
  • Sequence = 99
  • Condition = Price > 40.00
  • Price Type = Variable
  • in Function of = Price
  • Sale Price = 0.14

In Website>Shop, ordered 3 units of product with a unit cost of $13.99 for a total of $ 41.97. 

Select Process Checkout. In screen Your Address, enter Billing Information and press Confirm.

In screen Validate Order,

Taxes = $3.78 (9% of total cost of $41.97) - correct

Delivery = $6.41 (14% of total cost and taxes, or 14% of $45.75) - not correct. Should  be $5.88 or 14% of $41.97.

I have the same issue on 7.saas~3.1.0

This is working fine on 7.0.1.0

Seems to be a bug
