If you wish to do it manually, you merely need to put the contact into edit mode and hover your mouse over the pale grey "no camera" icon that is to the left of the contact's name. An "Edit" label will appear. Clicking the label gets you a local file system explorer. Find the scanned image in your local file system, double click it, save the contact and you will see that the picture has been added.
If you cannot find the image where you expect it to be in the local file system, it may be of an incompatible format. Only compatible file types will be shown. Ensure that your scanner saves as
png. Do not try
