You can use style="...." directly in qweb

If you are using Odoo v8, you must add this
        <template id="assets_backend" name="mymodule css assets" inherit_id="web.assets_backend">
            <xpath expr="." position="inside">
                <link rel="stylesheet" href="/my_module/static/src/css/my_module_css_file.css"/>            </xpath>        </template>

Another way is Style element
