In Odoo 9,
I would like to know how you can prevent people to create accounting entries in a past period from the moment the financial director decided to close it (Closing a month).
I now there's no more accounting period but how can we face this issue ?

You usually lock your General Ledger for your Accounting Team first so that they do not register new transactions while the CFO / Controller [Advisors] continue adjustments via Miscellaneous Journal Entries
Once adjustments are complete, you can lock for the Advisors too:
v11: Accounting --> Advisor --> Actions --> Lock Dates
v12: Accounting --> Accounting --> Actions --> Lock Dates
v13: Accounting --> Accounting --> Actions --> Lock Dates
