I've modified the "HR Emergency Contact (hr_emergency_contact) by Michael Telhun Makonnen to reflect what would be needed in the US. 

It now holds full contact information for both a primary and secondary emergency contact. 

How do I properly submit this back the repository so that others can use the modifications I've made?

Register on GITHUB https://github.com, fork the branch you want at https://github.com/OCA/hr, and do the modifications you want.

Thanks Med Said BARA. I've got my GitHub account setup and have forked the code. However, I was thinking I don't want to really change the existing code. For people in Ethiopia, it is still useful. Perhaps rename it with a - ET on the end for the current one and then - US for the modifications I've made.

Good idea, the module name should be different from the original one, you can also prefix it with "_extended" ... You should also give it a Clear and meaningful description in the __openerp__.py file. The question now is: Can we install it along with original one (hr_emergency_contact) ???
