How can I have a procurement exception lead to a procurement for only the missing quantity?

For example, the demand is for a quantity of 10 but there only 4 in stock. If the product's procurement is set to BUY then an RFQ is generated for a quantity of 6. If the product's procurement is set to MANUFACTURE then an MO is generated for a quantity of 6.
