I would like to be able to apply a discount to a quotation consisting of multiple order lines.
I am sure there must be a way.

If you want to apply a discount of X for all lines, you can use pricelists. In the pricelist, you specify that the price is based on another pricelist (the default sale), and in the calculation you use price = 1 + (-.1)* price.
