Groups under Settings > Users not visible

from the docs: "Click Settings > Users> Groups to open the list of groups defined in the system". Groups missing in my client under Settings > Users. How do I activate it? Thanks.

yes, only groups. users is visible

You Have to Select Technical Features in the below screenshot

Path --- Settings --> User -->User --> Access right(tab) --> Technical Feature(check the box)

Have you tried after activating Techinical features for the admin user ?
