I have recently installed the odoo10 I am not able to give the technical features to the user unless I activate developer mode.how do I give technical features without activating developer mode

Hello Sai Bhargav,
In Odoo10 you can only access Technical Features by activating Developer mode. There is no any functionality to manage User wise Technical features.
Simply go thorough : Setting > Hit the link "Activate
Developer Mode" , This is just only way to access Technical
Feature. Another quick way is, You can directly add "?debug=" after "Web"
in your browser URL.
