Error adding user or changing access right

I have been getting error listed below when trying to add a user to the system or change user right access

Hi; if you created a rule under Reporting --> Audit --> Audit rules , remove it (you can recreate it later) just to see if it is the cause.

Hello You should uninstall the module Audit Trail and see if the error appears again.
