If the App you purchased shows...
...this means that the v10 version of the module is available in the same repository, so YES, you can download the version 10 module without additional payment.
If you don't see 'Also available for 10.0' then the v10 version of the module is either not available, or has been uploaded separately, so NO, you can't download the version 10 module without additional payment.
