Basically:
Cloud hosting: You get access to Odoo with standard functionality and standard modules. Your Odoo database is hosted on Odoo SA servers. You are not able to upload your own / third party modules.
Odoo.sh: You get you own virtual Odoo server, hosted on ODOO SA's hosting center. You get access to create both development, staging and production databases and work simultaneus on theese. AND you can upload third party modules as well.
There are some limitations on cloudhosting functions, which i am not quite aware of....
One limitation at the moment is that you can not use SSL. Odoo's recommended workaround by using a CDN with SSL between client and CDN is not an alternative.
