I'm experimenting with tasks and I think if I want to assign a task to someone, I need to create the task, delegate it, and then monitor the associated "CHECK:" task to see how it's going?

Yes.

When you delegate a task, you are no longer responsible for that task - a new task is created which you are responsible for, and that is a task for make sure your delegated task is completed.

I delegated a task to another user and I have the CHECK parent task and I can see the child task, but the child task is not in that user's task list. What am I missing?

Suppose

This is task:Prepare Requirements Document Now you have delegate to other user , So Check:Prepare Requirements Document will be parent task and delegate task will be Prepare Requirements Document. So in your task" Check: " you can see the progress of delegate task in delegate tab with all work entries. and main thing before parent , child task should be completed.
