Custom QWEB report in a module

It is possible to make changes in a existing QWEB report in Odoo under Technical->User Interface->Views.

How can I make these changes persistent after a database upgrade? Or must I have a module which replaces the existing QWEB report with my changes?

You must create new module with new report on same data model and use that new report.

Just look at reporting part of "Building Module" tutorial
