Basically you could start by using the module that is closest to what you want to achieve in terms of localisation. Copy/clone the module and start editing. In the end, the majority of the information is based on the XML files that build up records in your database. The entire chart of accounts for example is represented in those XML files.
Just alter those and upload them to the community.
