Why company base currency current rate is not automated to set as 1, when configuring base currency other than the EUR? It is important in case of multi-currency environment.

Base currency: Changed the company currency to USD and installed the accounting module on V8. The USD current rate is not set to 1. The EURO current rate remains 1.
The odoo bug report says the issue was fixed long before:
