Client error - Access denied

I have installed Odoo 8.0 on my windows server and all seemed to be done in the rigth way.

But when I access ad administrator and I try to change the configuration or I try to create a new user, the system give an error message saying "Access denied"

Probably there is someting worng in my installation?
