Changing the order of RFQ lines returns to previous state upon save

When editing an RFQ, there is an option to change the sequence of lines by dragging a four-directional arrow on the left of the row. However, upon saving, the lines return to their previous state. I'm unsure if this occurs in other creation screens such as quotes and sales orders. Is this the expected behavior? Is this fixable by editing source?
